The author offers a funny thought experiment: if everyone lives in a 'mouse utopia' with all needs met and stops borrowing, the only borrowing left is AI compute capex. Rates would then track the opportunity cost of not funding compute—which should be very high.
It's an extreme version of his argument that post-AGI rates are set by compute capex rather than human demand.
