Counter to Harari: those holding compute, data and deploy paths choose first, not humanity

Responding to Yuval Harari's claim that AI dominance is not inevitable and remains humanity's choice, the author argues the framing is misleading: those who hold compute, data, objectives, and deployment paths make the real choices first — the public only picks from a menu after expensive options are cut. Software loops can be forked and accelerated, but institutional loops of evaluation and accountability cannot; chips, power, and real-world experiments don't fork. The sharper question: who holds the recursion button, and what happens when capability outpaces constraints?
