NotebookLM moves to 5-hour quota refresh, adds background queue for generation tasks

Google's Gemini Notebook (NotebookLM) has rolled out a new usage limit system:
- 5-hour refresh cycle: Quotas now refresh every 5 hours instead of 24, giving users continuous daily allocation.
- Flexible Notebook-specific limits: Per-feature caps are replaced by one pool users spend as they choose.
- Background queue: Out-of-quota generation jobs (videos, slides, etc.) can be deferred and run automatically later.
A usage estimation feature for artifact generation also shows how much quota a task will consume upfront.
