Responding to a question about whether pnpm's strictness is the issue, mitsuhiko explains the real problem: Python has multiple different installers, so Pi carries a lot of extra code to make them all work, and its global caches don't behave as transparently as one would wish — all a consequence of the fragmented installer landscape.
