Dev Builds AI Code Quality Gate on Jev: YAML Policies + Agentic Context Fetching for Code Review

Arguing that code review is becoming the bottleneck as code generation explodes, a developer open-sourced jev-quality-gate. After deterministic tools (SonarQube, Checkstyle, ArchUnit) proved insufficient for semantic policies, the tool works as follows:
- Teams define policies in structured YAML
- Run in CI or locally: it fetches git diff chunks and asks the Jev model to judge compliant/violation/need-more-context per policy
- When Jev requests more context, the app pulls the relevant code from the project and re-asks, incrementally exploring the repo until a "confident" verdict
- Currently calibrating "clean code" policies against code generated by a local Qwen3.8 Flash Next
