ChatGPT Work bug: cloud sessions fail to access PDFs after moving to a project

A macOS user reports a ChatGPT Work bug (desktop 26.930.31730, Apple Silicon): a PDF readable via "on the computer" execution fails with "file could not be authorized or resolved" when the conversation runs on the cloud. After moving the conversation into a project, download by upload ID fails even though the file is readable locally, and the active workspace still points to the original project. Full repro steps and a GitHub issue (openai/codex#50690) are included.
