Tencent reportedly paying $7B to rent 100,000 advanced AI chips at Oracle data centers

Tencent has reportedly committed about $7 billion over five years to access roughly 100,000 advanced AI chips inside Oracle data centers across Southeast Asia — renting compute remotely rather than importing hardware, sidestepping US export controls. It previously secured a significant share of 15,000 Nvidia Blackwell chips at a data center near Osaka.
The House passed a bipartisan bill in January to extend export controls to remote compute access, but it remains pending in the Senate. The gap: the chips never cross the border — the compute does.
