JERA, Dell, RHAELM Plan $15B, 400MW AI Factory Next to a Power Plant in Chiba, Japan

JERA (Japan's largest power generator), Dell Technologies, and sovereign AI infrastructure developer RHAELM signed an MoU for a planned $15 billion AI infrastructure investment in Chiba.
- First phase: a 400MW AI data center co-located with the power plant, online in 2028—set to be the largest single-site AI deployment in Asia outside China.
- Apollo Global Management is expected to serve as strategic investment and financing partner for RHAELM's deployment.
- The alliance aims to standardize power-plus-compute project development, with multi-gigawatt expansion across JERA sites planned for the 2030s.
