Two years of self-built agent runtime scrapped overnight for Harness, movo open-sources the management layer

A movo developer recounts their team's costly lesson: after the agent boom, a small team built its own full runtime, only to drown in admin screens, permissions, desktop apps, and tool hookups, with no bandwidth left for an ecosystem.
When DeepSeek released Harness, they reviewed it and scrapped everything, rebuilding movo on top. Harness now runs the agents; movo keeps only the control layer users actually ask for:
- Access control over which models/agents users can touch
- Safe sharing of skills and tools across a team
- Tracking and auditing of every tool call
- Blending personal and company knowledge bases without leaks
The author's key point: these are runtime-adjacent but really about governing agents once real teams adopt them, and separating layers is cleaner than baking permissions into the runtime. The management layer is open-sourced.
