- Start sessions outside a project with workspace defaults when policy permits, with saved permissions restored on resume.

Bug fixes
- Queued unsent messages resume after reconnection without duplicate sends.
- Terminal UI preserves provider, reasoning-summary and verbosity settings.
- Fixed Windows sandbox PowerShell fallbacks, long-path permission repairs, and stray console windows.
- Fixed SQLite stalls during connection setup and logging; init errors no longer masked as timeouts.
