A bottom-up analysis of agent tool descriptions by Cohere Labs reveals three categories beyond existing occupational taxonomies: (1) the largest — existing human work split into finer-grained tools (e.g., "maintain configuration control" becomes separate read/write/validate/rollback tools), (2) several human tasks bundled into one tool, and (3) nascent work with no occupational precedent — mostly managing agents. The finding suggests the low 2.6% match rate is largely a measurement-granularity problem.
