OpenAI DevDay: always-on cloud agents Dots, collaborative Spaces, and portable plans

OpenAI wants ChatGPT to be where you work: write documents, build spreadsheets, hand tasks to an agent without leaving. Five DevDay announcements:
- Dots: always-on agents with their own cloud computers — they keep context and keep working while your laptop is closed.
- Space: a shared workspace for you, your team, and your Dot covering docs, spreadsheets, and slides; tag a Dot inline for revisions.
- Plugin extensions: developers can build full apps inside ChatGPT, with a directory and planned in-chat recommendations.
- Portable plans: use your Plus/Pro subscription in participating apps (15 partners at launch), usage counting toward existing limits.
- Decisions API: give it context plus a fixed set of answers; it picks one, and unlike Jev accepts images. Currently in preview.
