NUS law professor Simon Chesterman invokes "never waste a good crisis": only if recent AI crises prove serious enough will bureaucratic inertia be overcome and real safeguards enacted — otherwise we may have to wait for something worse. The remark echoes his AJIL piece "Silicon Sovereigns," which argues the era of letting our "silicon sovereigns" govern themselves is over.
