His case: constitutions and fine-tuning reduce but can't zero out misbehavior probability, and real system engineering already handles non-zero risk — zero-trust architecture, independently enforced access control, and blast-radius containment. If a model could cause catastrophic harm, that's not an alignment crisis but an amateur deployment pipeline.
