Sierra open-sources Context Layer, launches Ouroboros for portable cross-model agent memory

Sierra announced the open-source Context Layer and an agent-aware-starter, featuring user-owned memory vaults, purpose-bound scoped bundles with policies and receipts, and explicit agent-to-agent discovery protocols.
Alongside it she's shipping Ouroboros (ouro.chat): a model-agnostic workspace with "one login, every brain" positioning — portable personalization and memory that follow you across agents and models, aiming to solve memory lock-in and fragmentation in the agent ecosystem.
