WRX90E lacks PCIe bifurcation: custom BIOS needed for multi-GPU model runs

- Zach Mueller found that unlike the older WRX80E (DDR4), the WRX90E BIOS doesn't support PCIe bifurcation at all — you need a community custom BIOS to use 6 of the 7 x16 slots for multi-GPU local model hosting.
- He notes the upcoming MWIN backplane, feeding x16 directly from retimers, would properly solve this; the setup was for running GLM locally.
