ICLR Reviewers May Opt Out En Masse, Leaving Papers to the Least Engaged Reviewers

Sarah Wiegreffe and Blanche Minerva discuss a structural ICLR reviewing problem: if many reviewers mark themselves unwilling to review certain papers, those papers may end up assigned to the least engaged reviewers who never bid, creating systematic unfairness. Wiegreffe has emailed the PCs about it and will share any response; another researcher suggested reviewing such papers and giving them an explicit 'reject with prejudice' verdict instead.
