The commenter adds his own thesis: institutions are generators of economic and civilizational reward functions — the ones that drive progress reinforce actions improving collective understanding and turn it into useful solutions; reward functions reinforcing sensory novelty or fear lead to stagnation, which breeds zero-sum behavior and civilizational decline.
