Schmidhuber congratulates Jev, cites his 1991 'adaptive confidence' neural decision system

Congratulating TypeSafe on Jev, Jürgen Schmidhuber pointed to his own precedent: in April 1991, when compute was a million times more expensive, he published the first Jev-like neural decision system in Munich, then called "adaptive confidence."
