Three boolean Jev checks as payment safety guardrails for x402 clients

A follow-up on applying Jev to x402 clients: a concrete payment-safety guardrail design. Before a paid tool call, a Jev instance answers three boolean questions — prompt injection present? unsafe instructions present? consistent with the user's original intent? — failing any blocks the payment. This complements the earlier tool-selection scoring use case.
