Siri refuses to define a word while driving — and still refuses after parking

A driver asked Siri via the steering-wheel transcription button for a word definition and was told it would only answer once driving was finished. After parking and asking again, Siri repeated the exact same refusal — a textbook example of a voice assistant's safety logic getting stuck and failing basic intent handling.
