Qwen Code v0.2.4.1 ships subagent tool allowlists, Playwright browser SDK

Alibaba's Qwen Code CLI released v0.2.4.1 with one breaking change and a batch of feature updates:
- Breaking: the activegoal stream event is no longer emitted.
- Workflows & agents: agent() can now narrow subagents to an explicit tool allowlist; a name-only lock restricts the Workflow tool to named workflows; terminal proposals are judged from the transcript tail.
- Model access: OpenAI wire API can be selected per model; external context supports configurable Mem0 providers.
- Browser automation: a new Playwright-based Browser SDK was added (browser-use).
- Web Shell: PWA installability plus an Android development shell, host settings exclusions, oversized pastes folded into attachment cards, and git remote management from the workspace branch picker.
- Sessions: Goal state records are written into session exports, and hook invocations are identified in progress events with message bus announcements.
