ASC CLI handles Apple's odd API behavior: successful review-submission creates with top-level errors

App Store Connect CLI 5.4.0 handles an Apple API quirk: a review-submission create can succeed while carrying top-level errors. The release preserves the validated created ID and follows each command's existing policy — keep it, roll it back, or print exact inspect/cancel guidance. Blank, wrong-type, and non-2xx IDs still fail closed. Review submission creation now fails closed overall: if discovery, pagination, response envelopes, item inspection, or resource identities are uncertain, asc stops before the mutation, with the same preflight and rollback rules covering background-asset submissions.
