ASC CLI fixes build lookups: no more replayed pages or infinite --since cursor loops

In App Store Connect CLI 5.4.0, build lookups no longer replay exhausted pages or retry permanent app-scoped 404s. Late pagination errors are surfaced instead of returning partial results, and --since pagination is bounded so a repeated cursor cannot spin forever.
