ASC CLI 5.4.0: ratings retries surface real storefront errors, exports verify app ownership

App Store Connect CLI 5.4.0 details: ratings retries now preserve the real storefront error when a 429 or 5xx retry cannot fit before the deadline, and queued country work is cancelled after that first deadline so asc reviews ratings --all stays bounded without hiding the failure. Migration export verifies an explicit version belongs to the selected app before reading localizations or writing output, and preserves App Info localization privacy policy URLs in fastlane privacyurl.txt.
