asc CLI adds no-mutation dry-run for TestFlight group assignment

The asc CLI now supports a no-mutation preflight for TestFlight group assignment: asc builds add-groups --build-id BUILDID --group "External Testers" --dry-run resolves the build and groups, then reports what would be added without sending a relationship POST.
