Asked why a great engineering initiative hasn't caught on in Japan, Joe Justice was blunt:
- CIOs and CSOs are typically empowered to reform engineering teams around specific problems rather than skill groupings, and structural changes like incentive reform require CIO/CSO-level mandate
- But in Japan, most CIOs and CSOs are not active engineers
- Culturally, Japan values calmness and flow — it has the least sense of urgency he has experienced in engineering, so pressure to change is absent even as the division goes bankrupt
