W&B floats chart annotation feature: pin notes like '58k: added attention gate decay' to training runs

A Weights & Biases team member is polling the community on a proposed feature: manually annotating a line plot at a specific step, e.g. '58k: added attention gate decay'.
The annotation would stay attached to that point in the run, so engineers could later see on the chart itself what changed and why, without digging through logs. The post tagged Yoav Artzi and Percy Liang for feedback; the feature is not yet shipped.
