GitHub Copilot CLI v1.0.86-1 ships: custom agents can now opt into repo instruction files (AGENTS.md, copilot-instructions.md, CLAUDE.md) via include-custom-instructions: true in frontmatter. Fixes preserve marketplace plugins and skills when resuming sessions without overrides, /sandbox now reports local-network access per config, and the status row shows background-shell waits accurately.
