Continuing his defense of the Thune-Klobuchar AI bill, neilchilson claims critics may not have read it: the bill is deliberately tech-neutral, making it durable against technological change. A duty to mitigate severe risk binds companies regardless of how technology develops, and is more flexible than long lists of process-based compliance because it focuses on the outcome everyone wants — reasonable risk mitigation.
