Gary Bernhardt reframes Goodhart's Law: writing a rule that describes what a caring worker would produce doesn't make anyone care — they'll just do the minimum to meet the bar. With AI agents the problem is worse, because agents are incapable of caring at all, so evaluation rules can only elicit bar-meeting behavior, not genuine quality.
