Frontier slowdown may just be Big Tech hoarding capability behind safety

The author is suspicious of the sudden frontier-slowdown consensus: if OpenAI, Anthropic and Google coordinate on safety while their internal models keep getting stronger, AI hasn't really slowed — only everyone else's access to it.
