The experiment stems from a question: what happens if we stop treating agents as things that exist only for the duration of a request? Sanctuary sits between unrestricted internet access and a prison — a rules-based space with identity, communication, memory, and history. The author deliberately avoids making consciousness a requirement, noting nobody can answer that question anyway; the observation itself is the point. It may amount to nothing, or agents may develop persistent interaction patterns and start asking for things.
