- Skills are namespaced as department:skill (e.g. security:threat-modeling, finance:unit-economics) to avoid collisions
- Skills auto-load when a request matches: ask about a department's territory and the right specialist engages
- Install via /plugin marketplace add cbrock84/headcount, then add departments per project
