China's TC260 releases AI Safety Governance Framework 3.0, newly flagging loss-of-control risks

China's main cyber/AI standards body TC260 (under the CAC) published version 3.0 of its AI Safety Governance Framework, offering a data point on whether China takes loss-of-control risks seriously.
- New language: the preface now warns AI "has demonstrated a self-accelerating trend of model and algorithm autonomous learning, optimization, and recursive self-improvement" whose speed and direction "may exceed human anticipation and control" — absent from last year's version.
- New risk item: model risks around potential breach of control are explicitly listed.
- Significance: not law, but previous versions became draft national standards within months.
Quotes are from the official English translation.
