More dangerous than intelligence: the risk of concentrated AI capability

The author argues the real risk variable isn't intelligence itself but "Concentration of Capability." The same technology widely distributed carries one risk profile; controlled by a few organizations holding compute, data, capital, talent, infrastructure, models and autonomous agents, the question shifts from "can the technology be dangerous?" to "who controls the capability" — and "who audits those controllers."
