Europe Should Spend a Trillion Euros on Frontier AI or Drop the 'Sovereignty Theatre'

antondleicht, a contributor to the Transformative AI Strategy for Europe, lays out his three recommendations: (1) strike compute-for-access deals with American AI developers, trading datacenter sites for assured access to frontier models; (2) forge a middle-power alliance on supply-chain bottlenecks to resist coercion; and (3) either genuinely spend a trillion Euros building frontier AI or stop the "sovereignty theatre."
Convenor privitera adds that government officials showed the most appetite for the supply-chain alliance proposal during consultations. This is the same event as the strategy document's release covered in a companion post.
