MCP ships experimental Skills extension: agents can discover and load skills on demand

The Model Context Protocol team introduced an experimental extension for discovering and loading Agent Skills from MCP servers.
- Flow: MCP server → discover available Skills → get Skill metadata → load SKILL.md only when needed.
- The win is context efficiency: instead of loading everything upfront, agents pull in only the skill required for the task.
- The repo (modelcontextprotocol/ext-skills) is an incubation space for the Skills Over MCP Working Group; the spec text lives in SEP-2640 and is not yet official.
