Universities should play a bigger role in AI oversight, but independence is institution design

Continuing his thread, the author argues independence in AI governance must be a property of specified governance and evaluation processes plus fiduciary responsibility — a mechanism and institution design problem, with competence only one axis. Universities ought to have a much bigger role in any such hypothetical body, he adds, but you can't replace one set of wheeler-dealers with another.
