UK think tank proposes robotaxi levy that could raise up to £46 billion

British Progress has published a new paper by dclawrence and AnyaM8 proposing a small charge on autonomous vehicles that could raise up to £46 billion.
Context: Uber and Wayve began offering driverless rides in London last week, with Waymo close behind. The authors argue AVs bring three problems:
- Hundreds of thousands of drivers' livelihoods at risk
- Congestion worsens as the marginal cost of driving falls to zero — Waymos in California spend half their time empty
- Fuel duty revenue is set to collapse, and EV taxation won't come close to filling the gap
The paper outlines a per-mile AV charge design to replace fuel duty and internalize congestion costs.
