The shadow GPU capacity market is formalizing, with Meta selling excess compute to outside buyers

For 15 years the cloud market looked like metered on-demand services from hyperscalers, but a parallel track of large-scale off-market capacity deals — negotiated under NDAs using surplus GPUs, storage, and compute — has existed all along, lacking public cloud's automation, metering, and governance.
That shadow market is now formalizing. Meta opening its excess compute infrastructure to outside buyers is the clearest sign that a real market layer has matured between hyperscalers and private clouds — one enterprises can no longer afford to ignore.
