Citing ECB scenarios referenced by Mario Draghi, AI adoption could add 0.3 to 0.4 percentage points to Europe's annual total-factor productivity growth — a measure stuck near zero since 2022, making the projected gain material to Europe's growth path.
The catch: unlike the US, Europe isn't building many data centers and has far too little computing capacity for its AI demand, with the EU holding less than 5% of global compute.
