Massachusetts to require 25MW+ data centers to provide clean power or fund ratepayer protection

Per TechCrunch, Massachusetts Gov. Maura Healey's reported executive order targets new data centers exceeding 25MW peak demand. Developers should preferably generate clean power onsite, but may instead fund nearby generation or pay into a ratepayer protection fund — so no plant at every site. The state is also pausing applications for the data center sales tax exemption while regulations are finalized.
