AIandDesign asks how the entire planet could ever agree on shared rules to slow ASI development — he supports a pause only if everyone honors it, otherwise he'd rather not let people of unknown motives build ASI first. In a follow-up he adds that even if 'we' (excluding ordinary people) agreed on regulation, shadowy Pentagon AI projects would keep going anyway; history argues against trusting government on this.
