Hoover fellow Zelikow: AI's impact depends on social adaptation, not the technology

Hoover Institution senior fellow Philip Zelikow, writing in The TLS, argues that AI prophets on both sides share an unexamined assumption: that the technology itself will determine whether its benefits reach people.

He contends the future will be shaped less by the technology than by whether societies remake their tooling, businesses, occupations, and laws — meaning the distribution of AI's gains hinges on institutional and social change, not model capability.
