Open-source Sigma Operator Stack adds repo-local state layer for Codex sessions

The authors released Sigma Operator Stack (Apache-2.0), an open-source tool that records and recovers Codex session state directly in the repository.
- Explicitly records current tasks, instructions and checks; a fresh session recovers state without the prior conversation, complementing AGENTS.md
- Past check passes are marked stale as code changes instead of remaining valid verification
- Limits: state must be recorded manually, decisions aren't extracted from chats, and instruction compliance can't be guaranteed
- Linux + Python checks are primary; macOS on Apple Silicon is experimental; no Windows support yet
