GitHub Copilot CLI v1.0.84 opens vim mode to everyone, improves sandbox policies

GitHub shipped Copilot CLI v1.0.84-2 with notable updates:
- Vim mode for all: enable modal editing in the composer via /vim or the editorMode setting, with the current mode shown while typing.
- Sandbox policy improvements: on supported Windows sandbox policies, blocked accesses from interactive shell commands are now recorded; an approved escalation retries with file/process restrictions logged while network policy stays active, falling back to full bypass only if still blocked.
- Performance & fixes: faster startup when resuming a session by exact UUID with --resume; fixed ctrl+h deleting whole words in tmux/screen/remote sessions; MCP servers now see a consistent CLI client identity; fixed hooks silently stopping after extension restarts and UI freezes when resuming large sessions.
