Qwen Code ships cua-driver v0.20.4 with signed macOS, Linux and Windows binaries

- QwenLM/qwen-code released cua-driver-rs v0.20.4, adding prebuilt binaries for the Qwen CUA Driver under packages/cua-driver.
- Platform coverage: macOS ships codesigned + notarized universal binaries with a QwenCuaDriver.app; Linux covers x8664/arm64 (glibc 2.31 floor); Windows ships an unsigned UIAccess worker + native SDK payload that deployers must sign and trust locally.
- The same workflow publishes the Node.js @qwen-code/cua-sdk and the independently versioned @qwen-code/node-repl-mcp MCP package after smoke tests.
- New opt-in env flags: relative coordinates via CUADRIVERRSCOORDINATESPACE=1 (optional CUADRIVERRSCOORDINATESCALE=1000) and textual MCP payload filtering for affected model API routes via MCPMODELPAYLOADFILTER=1, both off by default.
- Other changes: BTW side questions in Channel conversations, per-session routing of daemon permission votes, rate-limited CLI monitor notifications, and a high-severity dependency bump.
