asc adds reviewable JSON plans for Xcode signing settings with tamper checks

rudrank introduces the experimental asc xcode signing apply: generate a plan via signing plan describing target and configuration settings in JSON, review it, then apply. The command re-checks the project and settings before applying, refusing stale, blocked, or tampered plans to prevent silent signing changes.
