asc CLI adds scriptable App Review replies with strict send verification

The asc CLI gains an experimental App Review reply command:
- asc web review reply --thread-id THREADID --message "We updated the demo account." --confirm
- Carefully designed: text replies are verified with a fresh read; an uncertain send is never automatically retried; attachment uploads are not included
